That's always been the way I have done it flying business on the HKG-MNL-HKG route.
In HKG at least, they were boarding by rows. I took one look at the Y line stretching to the horizon and the gate agent saying "now boarding rows 86-95" and thanked my lucky stars I had insisted on business!
Haven't been that far into the plane yet...Yes, usually if you are Elite or Premier Elite they allow you to pre-book seats in advance. But the first row is always blocked and only the airport check-in is allowed to put you there...I don't know why, I used to get 1A-1C always but since last year they always tell me the first row are "facility seats" or something.
