There have been several reports of Golds who've been a few points low, (up to 50) and they have been renewed at BA's discretion.

I've never heard of non elites being close to tier upgrade getting such treatment however.

It varies depending on loyalty and history most likely.

You can always argue your case with BA, but don't expect anything.
