There is nothing about reasonable or not, main reason ? DEN-IAH is short haul plus IAH is not a UA hub.

Checking for the flight with same distance, DEN-ORD and DEN-SFO, those two routes serve snack when it is not meal times.

On another note, you would think UA is shame to do this to pax. I can tell you also similiar distance when I fly AA ORD-DFW in F, I got served bagel or biscuit with several pieces of melon, that is what AA call for breakfest on short haul flights. On UA you would get something more substancial than that.
