True even with a visa issued by a embassy or consulate. That said the Australia is a True (legal) Visa while the US ETSA does not grant you a visa but is a data electronic collection process.
For example for my travel insurance provider treats the Australian electronic visa as a visa while the ETSA is not considered as such. For me that may have an impact on how/what I can claim in certain instances.
