UK CAA has been cracking down on buggies lately. I seem to recall a memo from them this past summer requiring that any buggy or wheelchair that is to be carried in the cabin of an aircraft departing the UK should be subjected to a Level 3 inspection.

There is also a prosecution pending with Sussex Police against some former LGW ramp workers who were removing tags from checked buggies, putting the buggies into the cabin and then placing the tags onto other bags as part of an excess baggage racket.
