AS far as I am aware you would need to complete the online ETSA from and the green I94W.
This system/process is similar to the Australian ETAS Australia where a visitor needs to get a electronic visa before arrival and still need complete the yellow arrival from before being processed by customs.
The big difference from what I can see (and I am not a lawyer) is that getting a getting a electronic visa before arrival in Australia give you some certainty of entry while getting ETSA approval gives you no certainty of entry.
That said I was travelling on Jan 12 in to the US and was not asked the typical questions line "When are you leaving, Why are you here, Can I see the return ticket etc".
