General rule of thumb is that 3.5" and 5.25" devices can NOT be bus powered. That Lite-On will most certainly need a powered enclosure.

Many 2.5" HDD's can be bus powered, but some may need 2 USB ports to get enough power.

Ebay is the cheapest source for a USB powered DVD burner. Similar units on Newegg run about $65:
