Not much chance of anything decent in HK for that money IMO. Shenzhen(just across China border) has a number of outposts of the HK tailors and are much more competitive - I bought Cashmere/Wool blend with 2 x trousers for about $275. That's about top of their range, significantly cheaper if you select cheaper materials (such as 100% wool)
If you can't make it to Shenzhen I think you're only option (in your price range) is Hoi An. PM me if you want details of Shenzhen tailors
