Not sure if you mean exactly what was stated, but you still have to earn 100k EQM or EQP to earn EXP.
After a plat challenge you won't have more than 20k EQM (and perhaps as few as 10k), so if you qualify on mileage, it's still 90k to EXP. Not the same thing as getting from regular PLT to EXP!
