I just got my bags back. Thanks for the help and advice. Apparently the tracing/claim form was very important, because the bags went onto on Air Canada flight from YUL to YVR the morning after I e-mailed it to United. Interestingly, one of the bags cleared customs at YUL, while the other had a special tag on it that it should go through customs at YVR when it arrived.
