What if this person was on a long trip, with the most important meeting of his life the following morning, with little opportunity to sleep. What if his razor's battery was dead, he didn't find out until the morning, and he didn't have time to replace it before his meeting? What if he lost a million dollar deal because he didn't appear professional enough because his razor's battery was dead?
If the batteries were within 15 seconds of expiration, he would have been up the crick anyway.

I'm also curious as to why you say that $100 in small bills shouldn't be packed? The answer may be obvious, but I'd like to hear it anyway.
Obviously, many people have access to your bags after you check them. Not all are honest. I have never personally known of any TSOs (or baggage handlers) stealing, but that's not to say they're not out there.

BTW, if this incident so deeply disturbs you that you'll be discussing it with your therapist, you probably should stop eating at restaurants. I waitressed all through college, and some of the (not so harmless) pranks I saw going on THERE would really blow your mind!
