I think Northolt is far more viable, the other east/west runway could be recommissioned (and extended north westward) and both runways could be used, one for takeoffs, one landings. Then you have an approach and departure vectors ENE and WNW that wouldn't be as affected by Heathrow traffic as much as now. And your transport infrastructure is already in place, with a main line to Paddington/Marylebone and Birmingham and the Central Line.
Wouldn't a tube line for airside transfers between Northolt and LHR be cheaper than half the stuff that has to be done around Heathrow? If they were able to do that the terminal-to-terminal transfer times would probably be quicker than the current buses between LHR terminals!
