Thanks for your help. I already filed a "delayed baggage report" when I arrived in Vancouver. It has my bag claim numbers, so they can trace the bags with it. The people I talked to on the phone said the bags arrived in Montreal. Now they want me to file a "baggage tracing/claim form." This is difficult psychologically, because I'm determining how much they owe me as though I'm never going to get the luggage back. But I'll do it anyway, in the hopes that it greases the wheels of bureaucracy.
