From the way that the Review-Journal described, MGM Mirage took advantage of the construction situation and decided not to build the Residences portion of the hotel (the part above floor 26). Given the state of the real estate market and the overall economy, itwas probably a godsend (and it allows City Center a greater chance of meeting its scheduled opening).
