I'm guessing that the engineering problem was with the finance department and it's inability to rig enough money to finish this project above floor 26.
On a side note, the presently under-construction Harmon Hotel (part of City Center) will be missing all of its originally-planned floors above the 26th floor - an engineering problem was discovered that would make the upper floors potentially unstable, therefore, the building will top out at floor 26.,
