I don't think that's correct. Whether the OP's companion is on the same PNR or different PNR, the baggage limit is the same.

GS/1K/1P/*G: 3 at 32kg and companions on same PNR get 2 at 23kg
2P/3P/*S: 2 at 23kg and companions on same PNR get 2 at 23kg

So, 1K + 2P = 3 at 32kg and 2 at 23kg OR 1K + companion = 3 at 32kg and 2 at 23kg
