Perhaps because F passengers pay a lot more than CW pax, and considerably more than those in WT/WT+.
There are only 14 seats in F as opposed to almost 300 in WT/WT+ combined. A very small minority of F passengers might
ask for an item or two from CK which would be accepted as consideration for the extra they've paid.
