Since monetary vouchers can only be applied to revenue tickets, then yes. The only vouchers for which you do not earn EQM are DBCFREE vouchers, but those are not monetary vouchers.

What kind of voucher was it? Were they actual monetary (i.e. $-off) vouchers? If so, you should have submitted for missing mileage credit.
