Even if a photo health card is acceptable ID, I don't know that an expired one would be. If she can't get a passport (remember, the requirements have been loosened in the past couple years), I would go to the Mexican embassy and try to find out from them. They may be able to give you a more definitive answer (something I wouldn't want to get on a plane without), possibly with a letter or something to back you up if you run into trouble at border control in Mexico.
