The school of thought seems to be that because it's linked to your health info, which should be private, nobody can accept it as proof of ID. Of course, Mexican border officials probably don't care.
fyi, the
Personal Health Information Protection Act (Ontario) provides that you can't require the production of another person's health card or collect or use another person's health card number except as permitted by that Act.
