I am flying on AC flights to CUN on Thursday, and like a good brother was taking my sister with me since Mexico does not require passports. (she doesn't have one)

Anyway, to make a long story short, she lost her Driver's license.

Therefore I am left with the following ID for her:

1. Ontario health care with picture (expired and she has the renewal papers waiting for the new one to arrive)
2. Birth Cerificate (no picture)
3. SIN Card (no picture)

What is my best bet to get her ID with one day notice. Can MTO issue her a picture ID on the spot since they now keep our photos in the database?

Can she even get into Mexico with any of the following.

Any advice or assistance is appreciated.
