I think this falls under the "head in the bag" exception many of us have talked about.

If it was someone poor, I think it could be possible that the woman was taking it for burial. That would definitely deem more investigation in that case.

As ralfp said, I think it is a health hazard to people on board and a likely way to spread disease.
