If the load on your off-peak Shuttle flight is heavy, and a peak flight is light, I can see where that would make sense. Otherwise, what is the point of US selling restricted tickets?

If you want the flexibility of choosing any Shuttle flight, buy a regular Shuttle fare, not the discounted one.
