Thats one way to interpret it, but it is not what I am saying. I am not saying, "you should use more overhead space". The way I interpret it, and the airlines state, is that the under-seat storage is your primary storage. What I hear you saying, is you want extra room, so you don't have to follow the rules and will take up space elsewhere.
