I just called AmEx Plat ICC. Cent new accounts was not open, but the customer rep at Plat said that Cent ICC is by invitation only and there is no set spending requirement. The requirements were a secret, but the rep revealed that the invitation is sent to the top 2% AmEx-members (high spenders.) I guess that could mean a LOT more than 250K...
