And NM. They clipped the corner *ever so slightly* which meant the old DL didn't look altered at all. I used both for the mundane transactions (handy for making a return after misplacing the receipt). Colorado on the other hand punched a hole right in the middle of the old DL. No mistaking why the hole was there though it didn't seem obvious when getting carded out of state for buying wine (you know those places that card 80 year old granny).

Trouble is, the mandated criteria makes it VERY expensive for the states. Essentially, full implementation of RealID will push all states in that direction.
Central processing is also required for those states that issue EDLs even if they normally perform instant-issue. EDLs are also proof of citizenship documents and central processing ostensibly provides for better security of the document. Don't want an issue like in NM a couple years ago where a DMV employee was issuing legitimate DLs to anyone with $500 in their pockets.
