Not allowed. Prohibited under EU law. Also, 50% of newly available slots have to be given in priority to new entrants and an airline which has more than 5% at a given airport cannot be regarded as a new entrant.

Even where there are local guidelines on the use of slots for specific purposes, these guidelines have to be non-discriminatory on grounds of nationality or identity of the carriers and not unduly distort competition, which rather restricts the possibility of using local guidelines ultimately to favour some carriers over others.
