I would book the later flight and if all is well transfer to the earlier flight. Which would be better than finding out the hard way.

I was unaware that your not suppose to use your cell phone during immigration/customs. Generally give my friends a call from the arrivals halls and let them know how long i am going to be if i am being picked up at the aiport.
