I agree. Then again, I think that some PL hotel payments are technically paid to the agency by the PL credit card so that is what would be seen on the hotel system. Extending that to the rental car scenario it is not unreasonable to think that the rental car company will see the payment as having come from the other company, not from AmEx, which might be a problem.
