OT - when I moved to WA they issued my me licence there and then at the DMV (it's called the DOL in WA), after a total of ~15 minutes standing in line before and after the test. When I moved to CA it took a couple of months for my new liecence to arrive in the mail, after over an hour of standing in line even after I had made an appointment in advnace.
