I doubt it, and I'm a firm believer you should earn it. Why should he receive special treatment? He should earn like everyone else, if the hotel give in this time, what will they do for the next guest and then where do they draw the line?

I suggest he call the hotel and speak with the GM and let them know his situation and see if there is anything they can do for him.

If this is a corporate booking his corporate travel office should call the hotel on his behalf and see if they can try to get better accommodations.
