Yes, but a UK civil partner won't even necessarily get residence status, let alone a work permit. When my partner was looking at a job in DC, there was no guarantee that I would even be allowed to live there, never mind work...
If it's any consolation, I also have US citizenship and I cannot bring my partner to the US either. It's not just non-citizens who are discriminated against. We citizens get it, too.
Thankfully I can bring my partner to the UK, my other country of citizenship.
