I actually think .bomb might be the culprit here. You're right that the problem was with the L availability. But the availability has been showing on ITA for days, but been in and out on .bomb. In between my last post and this I got a slightly different itinerary on hold, still including UA23 JFK-LAX, all in L, for $447ish, which is less than ITA was showing.

I'll stop wondering how/why it works or doesn't, and just be happy I got it to book.
