About your enquiry yes, AZ raised fees and now it is more expensive to get award tickets but I suspects all the Skyteam companies are currently doing some coordinate modifications.
For eg. they reduced the number of miles given by most of their travelling class. I think it is a simple and basic (however unpleasant) way to cut costs.

By the way actually LIN-CDG-LIN is on sale for less than 80€ (tax included) and 1000 miles on the Alitalia website. Before, for the same price, on different international connections you got 1200 miles.

So, it is better to buy a new ticket instead of redeem miles...
