If the guidance system was on and a baggage cart was partly blocking the apron there might be a problem from the flight deck of a Jumbo actually detecting that.
If the guidance is on the stand is clear, its been checked electronically. You can clearly see any obstructions from any flight deck. I'd say its easier to spot stuff from 15ft up than ground level anyhow.
