That is the key as a NW flight (NW metal) is operated by Northwest as there are still two operating certs. This is how I understand it still works - can only be DL metal (not NW, not AF, not KLM, etc.). I haven't seen where they have changed this anywhere.
I thought the PMU are good for all Delta Connection Carriers. Example
elta 801 ATL - NRT Operated by Delta Connection Carrier, Northwest Air Lines. I wasn't able to get a clear answer from SMS whether the PMU would apply to these flights.
