Problem with that is... they really don't know if the plane will be fixed in a few minutes, an hour, a day etc. Imaging taking everyone off the plane, then having the issue fixed within a few minutes.... you just delayed the flight another 20-50 minutes so people could walk around the terminal (let alone people who go to get a bite to eat and come back to a empty gate
