I have changed from BWI to DCA twice in the last month first on July 17 from MCO I had a $156 V class ticket on Metrojet and I was pretty sure I would not be able to change. I was to depart at 5:00 I arrived at 1:00 standby for the 2:00 MetroJet flight which was delayed but they allowed me to standby for 5:55 flight to DCA I know it left later but it worked because I live in DC and I was able to upgrade.

On August 7th i was booked on the red eye from SFO to BWI this time a $206 V class ticket. I arrived at the airport at noon and requested to standby on the connecting flight through Philadelphia to DCA I pointed out that BWI and DCA were coterminals they checked the rules and they did it no problem. I am Gold this may help but I have not had a problem changing from BWI to DCA on returns and I hope that don't start cracking down on this.
