yes, but most people in a major German city and almost everyone in Germany traveling by a plane speaks English. You'd have to get pretty far into the country to find a lack of English speakers.
This was from Bremen and there were many on the plane who spoke only a little English or French at best. Germany isn't like the Netherlands or Denmark in terms of finding English speakers and plane travel is becoming more normal for average people.
