As I've noted in my original post, I got the room numbering scheme wrong. Looks like only the first one or two rooms are on the quiet side of the buiding, everything else faces the construction site.

On reflection this morning, I have to wonder about the construction as well. As I watched around 2am, looked like it was a series of dump trucks delivering dirt, and a bulldozer pushing the dirt around a large empty lot. That doesn't sound like any construction project I've seen - no excavation, etc. Maybe they're dumping dirt from one of the other nearby construction sites? Regardless, it makes no sense that they only work in the wee hours of the night, especially on a weekend.
