My experience was Ushuaia, T del Fuego and Paine/Fitzroy were unlikely to be comfortable for hiking past the end of March. Even prior to that you could expect light snow in the mountains. Further north in Bariloche April could be pleasant or it could snow.
Valparaiso and Buenos Aires were pleasant at the end of April.
