What does that last "except during check-in" part mean? Is that a new wrinkle? It's news to me and I don't see it mentioned on the website

I dont think Ive ever seen that part 'except during check-in' - as MVPG's do get change fee's waived. Baggage fee's are not (so maybe they are talking about fee's associated with check in such as baggage fee's) and as another poster stated, Add/Collect fee's are not (the difference in fare).
