Do they allow them? No, but has been mentioned, I've never heard of any "enforcement" of the rule.

Well, I don't know if US Airways will catch you but I would be very careful not to get "caught" by LGA's infamous ATC delays. Personally, LGA is the last place in the US Airways system I'd want to be doing mileage runs. Just food for thought.
