He/she was wrong.

I cannot speak about the lounges, but onboard the a/c the min. age is 18. Regardless if it left from the US, Ontario or anywhere else. The exception being for minors can be served alcohol if travelling with a parent or guardian who consents on international flights.

no reason for further debate as far as the policy on the aircraft.
