Clicking on the link for Package Deals and Fees takes you to a list of checking account, none of which are labeled "Regular Checking Account". All of the accounts have minimums or minimum activity required to avoid fees. The Citibank Access Account with direct deposit looks like it might be a very good deal, if it qualifies for the miles. I would call the number on the offer several times to see if I could get consistent offers about which type of account qualifies for this offer.
