You cant skip over involuntary standy by to accomodate a voluntary standby.
In this case I'd accomodate the EXP straight in to first, opup another elite, then accomodate the two RI's in Y. In the unlikely event you couldnt find another elite to op-up then you could accomodate one of the RI's in to F .
