IME, sending a complaint by snail-mail to DOT with a copy to Delta will get their attention. It's MUCH harder for them to ignore....
I have had something similar happen to me with Delta. The DOT and Delta said since I was not checked in it is not an IDB. They rescheduled me onto a later flight when I checked in. Not a huge deal 1 hour, but what is the point of a confirmed reservation?
