The Green Channel on arrival at SVO2 was regularly closed in December, so everybody was forced to go through the Red Channel.
The rule does seem completely insane, any idea why that exists?
Initially it was intended to collect duties from amateur salespeople of the 90s ("chelnoki") who brought a lot of goods from Poland, Turkey or China.
