Once it is a written policy, one agent that applies it while all others ignore it, does not make that agent a bad one. The same goes with any other rule like the weight limit. While I've been able to check in 20.3 (in Europe) and 23.4 (USA) KG bags in coach without any overweight charges, one time at DFW, a CO agent insisted the bag should be limited to 23.0 and mine was 23.3. I had to open it and remove some papers from it. That agent was strict but I never thought of lawsuits against her nor did I re-think the next time I was flying CO via DFW. I did however watch the weight a little closer the next time.

I understand your frustration with the agent meltdown at the airport and that is something worth complaining about. On the CC issue you were not in line with the airline rule and IMHO the only person to blame is yourself.
