Of course. USA (and perhaps some other places) bans flights from places that do not have the liquids rule. Australia, NZ and many other countries decided as a result to have liquids rule on all international flights as this is much easier than separating passengers based on liquids/no liquids rules (which may well change over time). However they do not see it as a serious threat so why bother imposing the rule on domestic if not needed.
